In the December Quarter Return of Special Payments inclosed in my dispatch No 2 this date, it will be observed that all expenditure of 830 Dollars has been incurred in the repair of the Fairway Buoys for marking the Steamers' Channel in Victoria Harbour, and I have to apply for sanction to this expenditure.
